We are seeking an experienced Safety Manager with 10+ years of experience in oil, gas, and construction industries to oversee safety operations and ensure compliance with health, safety, and environmental regulations on large-scale projects in Saudi Arabia. The ideal candidate will have a strong background in developing and implementing safety programs, managing risk assessments, and leading safety initiatives to ensure a zero-incident environment. This position requires a dedicated professional who can effectively collaborate with project teams, stakeholders, and regulatory bodies to maintain high safety standards.
Key Responsibilities:
- Develop, implement, and maintain comprehensive safety management systems to ensure compliance with national and international safety standards and regulations.
- Lead the safety strategy for large-scale oil, gas, and construction projects, including conducting regular safety audits and inspections.
- Oversee the creation and enforcement of site-specific health, safety, and environmental (HSE) plans, ensuring that they meet or exceed industry standards.
- Monitor safety performance, conduct risk assessments, and identify hazards in all project phases, recommending corrective actions to mitigate risks.
- Ensure compliance with local Saudi Arabian regulations and international standards such as OSHA, ISO 45001, and HSE guidelines.
- Lead and manage a team of safety officers and safety personnel on-site, ensuring effective implementation of safety protocols and procedures.
- Conduct regular safety training and toolbox talks for all employees, contractors, and subcontractors, ensuring a culture of continuous improvement in safety awareness.
- Investigate accidents, incidents, and near-misses, determining root causes, implementing corrective actions, and maintaining thorough records for reporting.
- Provide leadership in emergency response planning and preparedness, ensuring all employees are trained in emergency protocols.
- Review and approve safety-related documentation, including risk assessments, method statements, and safety data sheets.
- Manage and oversee the use of personal protective equipment (PPE), ensuring that the correct PPE is provided and used by all employees.
- Collaborate with project managers, engineers, and other stakeholders to identify potential safety hazards and implement safety measures during the design, procurement, and construction phases.
- Ensure proper reporting and documentation of safety performance and compliance, preparing regular reports for senior management.
- Review contractor and vendor safety performance, ensuring that all parties adhere to the company’s safety policies and standards.
- Stay current with industry trends, safety technologies, and regulatory changes, incorporating these into safety programs and procedures.
- Advise and mentor project teams and other staff on safety-related matters, promoting a proactive safety culture across the organization.
- Participate in project meetings, providing safety updates, identifying potential risks, and recommending mitigation measures.
- Review and approve permits to work, ensuring that high-risk activities are managed safely with proper controls in place.
- Manage safety documentation and records, including incident reports, training certifications, and audits.
Qualifications:
- Bachelor’s Degree in Occupational Health and Safety, Safety Engineering, Environmental Science, or a related field.
- 10+ years of experience in a Safety Manager or HSE role within the oil, gas, and construction industries.
- Proven experience managing safety on large-scale projects, with deep knowledge of HSE regulations and best practices.
- Strong understanding of risk management processes, hazard identification, and accident investigation.
- Extensive knowledge of HSE certifications (e.g., NEBOSH, IOSH, ISO 45001).
- Previous experience working in the Middle East, particularly Saudi Arabia, is highly preferred.
- Excellent communication skills, both verbal and written, with the ability to influence and engage all levels of the organization.
- Strong leadership skills, with a proven ability to lead a team and drive a culture of safety.
- Ability to conduct HSE training, toolbox talks, and safety inductions for a diverse workforce.
- Proficiency in Microsoft Office and HSE management software.
- Ability to analyze safety data and prepare reports and recommendations for senior management.
- Strong attention to detail and organizational skills with the ability to manage multiple tasks simultaneously.
- Fluency in English; knowledge of Arabic is an advantage.
Preferred Skills:
- Post-graduate qualifications in Safety Management or Environmental Health and Safety.
- Professional certifications (e.g., Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent).
- Experience with safety audits, compliance inspections, and HSE training programs specific to the oil, gas, and construction industries.
- In-depth knowledge of environmental safety standards and sustainable practices in construction and energy sectors.
